LM13700 as SOIC #1

The LM13700 is now only available as a 16-SOIC.

For the first batch of PCBs I've made it work (hopefully, haven't actually built one yet) using an adapter board: LCQT-SOIC16 from Aries Electronics. For future revisions of the board and batches of PCBs I need to change the footprint to SOIC.

Alternatively, I should convert the MAT13 to DIP and use a similar SOIC converter board to make it work. I'll have to consider how that might make the system perform. I'll also have to decide whether to standardize on DIP or on SMD components in the future.

Creating this issue so I remember I have to do something in the future.

The LCQT-SOIC16 is not the right adapter to make this work, it's too wide. Unfortunately it seems that I cannot buy anything else that will work.

Looks like I'll have to make my own adapter.
